In a seminal 1997 article, David Labaree argued that the educational enterprise in America is instructed by three primary goals. The first goal, âdemocratic equality,â reflects societyâs interest both in creating an informed and engaged citizenry and in promoting relative equality. A second goal, âsocial efficacy,â emphasizes the necessity in a market-based economy of having productive and innovative laborers. The third goal, âsocial mobility,â treats education as a commodity whose sole purpose is to advance individual standing in the hierarchy of social order.
