Contending vigorously for rights of Americans on the high seas and combating for years the aggressions of Great Britain, he was influential in cultivating the spirit which finally induced the declaration of war in June, 1812. He was a member of the convention of his party, which, on May 21, 1812, at the Fountain Inn, in Baltimore, called for an appeal to arms. Then, when the declaration was formally made, he said in the American of June 23, 1812.
