In accordance with the request lately extended to me, I have made an examination of the City and County of Denver, with a view to recommending such changes as seem to me important, in order that Denver may more fully realize its opportunities for civic beauty. With the glory of its panorama of mountains, this city should not be content to be merely The Queen City Of the Plains. With its superb site, with the push, enterprise, courage and liberality that has come to be considered characteristic of its citizens, Denver has easily in its grasp a higher destiny. It can so assure its future that it may now take, and expect to hold a place in the front rank of the world's noble cities. That it will do this, I cannot doubt, and I am proud to have had this opportunity to connect my name with its development.
