In his attitude towards foreign countries he was an, advocate of an advanced Liberalism, and was ever ready to encourage others in a forward policy which was by no means to his liking when applied to his own country, for in domestic politics he upheld the old order and resisted all attempts at reform. For these reasons he became the popular hero, and therefore dominated English politics for upwards of ten years.
