In 1945 I wrote a Penguin Special entitled An Enemy of the People Antisemitism. It sold some hundred thousand copies in British and American editions. It Was translated into German and published by the Ness Verlag in 1946, but it proved too early for German readers to be able to tolerate a book on such a subject. It was a time when paper was still short, and projects of editions in other languages were adopted, and then abandoned for lack of it. The present work is a new book but it has incorporated some chapters of that book. In the main, however, it has been rewritten because Of the new factors and changed conditions which have had to_be taken into account. But it is sad to note that, in checking the original text, it has only rarely been possible to say this is no longer a problem,' for the usual comment has been that this problem has acquired a new form Of expression.'
