Dr. W. L. Thompson — I will say that the bill pre sented to the Legislature was a very cheap affair. It was puerile. There was no point in it. It provided no method at all for the enforcement of the bill if passed. The same Committee reported that nothing had been done in the insane hospital matter as nothing had been done in the legislature about a new hospital.
